2015 Partnership Awards and the CSLN John F. Murphy Memorial Award

The State of Rhode Island Office of Child Support Services is excited to announce the 2015 recipients of the Child Support Lien Network Partnership Awards to the Tennessee Department of Human Services, Child Support Division and EMC Insurance Companies. The CSLN John F. Murphy Memorial Award will be presented to Angela Mehnert of the Arizona Department of Economic Security, Division of Child Support Services.

State Agency Recipient - Tennessee Department of Human Services, Child Support Division

The State of Tennessee became a member of the Child Support Lien Network (CSLN) in 2001. Nearly 17,000 insurance matches have been released to the State over a period spanning more than 13 years. Tennessee takes full advantage of many CSLN services, including quality assurance activities and forms generation, which streamline insurance and FIDM match processing. Tennessee added the CSLN FIDM option during the final quarter of 2013, and in the last year and a half, over 135,000 bank matches have been loaded into the CSLN system. CSLN assists Tennessee in categorizing, prioritizing, and generating lien notices to efficiently process their multi-state and in-state FIDM matches so Tennessee can quickly pursue collections. CSLN is honored to recognize Tennessee as this year's recipient of the CSLN State Member Partnership Award.

Insurance Company Recipient - EMC Insurance Companies

Coincidentally, Employers Mutual Casualty Company (EMC) also joined CSLN in 2001. EMC has been a consistent and dependable participant throughout its 14-year membership. CSLN has processed over 7,000 EMC insurance claims and released over 3,300 matches to state members. Over the years, 23 different member states have posted collections in excess of $1.6 million to the CSLN system, which resulted from EMC claims. The two largest, single collections from EMC claims that have been documented within the CSLN system are $30,000 and $40,000. These, and all intercepts, whether they be large or small, provide crucial support to families in need. In recognition of its significant contributions to date, it is our pleasure to acknowledge EMC as this year's recipient of the Insurance Member Partnership Award.

CSLN John F. Murphy Award - Ms. Angela Mehnert, Customer Resolution Unit Manager, Arizona Department of Economic Security, Division of Child Support Services

The State of Arizona began its partnership with the Child Support Lien Network in 2007. Ms. Angela Mehnert, Customer Resolution Unit Manager, played an instrumental role during the incorporation of the CSLN program into Arizona's workflow and continues to recognize potential avenues that will benefit the children and families Arizona so passionately serves.

Ms. Mehnert's tireless efforts have led to the issuance of more than 6,700 Arizona child support liens worth an estimated $14 million! Angela spearheaded the automation process to have CSLN generate Arizona income withholding orders and recognized the value of augmenting state child support staff as they consistently pursued collections. Recently, Ms. Mehnert has focused on incorporating the CSLN real property module in Arizona, providing the State with an additional, effective collection tool. In our opinion, Angela has made a significant, positive impact on Arizona's child support efforts, proving she is a worthy recipient of this year's John F. Murphy Memorial Award.

The recipients will receive their awards at the 11th Annual Rhode Island Child Support Conference on June 11, 2015.
